Why do men have a need to touch women? Even if it's unwarranted?

Women complain when men don't lust over them and they complain when they do. There is no winning with women. Listen you two are obviously not 11 or anything tell him touching you is more harrment than playful ignorance. You got to get him to stop or you will take it up with the higher authorities.
