There is a small bump on my , what is it?

Its below my circise scar, its not painful, itchy or anything. Its no type of STD. The bump is smaller than the end of a pen. The bump is on the outside of the skin. Its dry skin, i can clip it off with clippers and it wont bleed or hurt, it always comes back in the same spot. I believe it may be from masterbaiting, i masterbait often. I looked up all types of different glans problems and such and it looks nothing close to them.
